Currently we only support the setup of one CXF installation location and when that location changes every project in the workspace that's configured with the CXF classpath container changes with it.

To enable different projects to use different versions of CXF we need to add support for adding multiple CXF installations.

Where only one CXF installation can be selected as the default but projects can change the configured CXF installation after creation using the
Projects properties > Java Build Path > Libraries page.

Fix committed.

The CXF install can be changed using the CXF 2.x Settings property page that is enabled on a project that contains the CXF facet and also while installing the CXF facet during project creation on the CXF facet page.
