Since we now provide a Runtime SDK, the name of the feature org.eclipse.rap.tooling should be changed from
  Rich Ajax Platform SDK (RAP)
to something like
  Rich Ajax Platform (RAP) Tooling

The name has been changed while cleaning up the releng projects.
