Design displays the view actions below the title and wastes a lot of space.

The default RCP theme perfectly handles this and so should the new design

Hi Hasan,
the new design will not display the view's toolbar in the title bar. We commissaries a design company to create this design. The reason why the toolbar is placed below the title bar is: If their is no space left in the title bar, the toolbar will be placed below. This is a very anxious UI concept and not a good solution in RCP, too. So to place the toolbar in the title bar is against the design goals -> create a clean UI.

But it's just an example implementation, please feel free to implement the toolbar in the titlebar.
