Can be reproduced with the RAP demo.
Launch the demo and ensure that the browser window is smaller than 800 x 600 px.
-> The main shell is not maximized but it fills the entire browser window.
When loading is complete, resize the browser window.
-> The shell is not resized (which is correct) but its contents are.
