To minimize the amount of datathat needs to be mirrored, outdated downloads should archived.

* From 1.3, archived all zip files older than M7.
* The 1.3 repos contain only the latest three versions.
* Did not touch the 1.2 repos, not to break any metadata.
* Archived 1.1 update site (will delete it if noone objects)

I'd not remove the 1.1 builds. We should at least keep them in the archive so people still deploying with 1.1 have a chance to download the builds.

From the cross-project-issues-dev ML:

  http://www.eclipse.org/downloads/download.php?file=/technology/babel/somefile.zip
  --> will look for file download.eclipse.org/technology/babel/somefile.zip
  --> if found, show mirror list
  --> if not found, will look in for archive.eclipse.org/technology/babel/somefile.zip and download will begin.

This makes thinks easier, changed archive links for 1.3 accordingly.

Benny, I'm talking about the 1.1 update site. Builds are still available on http://www.eclipse.org/rap/downloads/archive.php
