Build: 3.5 RC2

I was testing with a shared install on Vista. I knew there was a newer build available, so I did "Help > Check for Updates". It said "There is nothing to update". It took me awhile to figure out why there was nothing to update when I knew there was an update available. Since the root IU is locked for updates, there is actually nothing eligible for updates. To help with this scenario, it would be useful if the failure here had a more useful message. The deluxe message for me would be something like:

 - There are updates available, but you don't have the necessary permission to perform the updates. Contact your local administrator for assistance.

CCing Andrew - this must come up a lot in Linux shared installs.

This is really a particular variant of bug 241683, but I'll make a specific note there about this case.
