Patch for org.eclipse.ui.workbench.texteditor

For bug 243304, it was too late to reuse existing code from "Show Tooltip Description" in the new "Show Change Ruler Tooltip" command.

This is a reminder to
- move FocusedInformationPresenter to org.eclipse.ui.workbench.texteditor and use it from AbstractTextEditor
- make the 2 constants from AbstractDecoratedTextEditor API
