From EC post: "Feature Request: File Templates" by SD on Aug 18, 2001:

A thing I'm missing - the ability to create new resources (classes,
interfaces etc.) based on a template. Without template files, I'm forced
to paste my standard header (project and class name, license etc.) to each
class...

No plans to do this for 2.0.

You can do this currently with a custom wizard, but it would be easier to have 
a single new file wizard from which you could select templates and define new 
ones.

I assume that the original request is taken care by the templates 'filecomment' 
and 'typecomment'? Being able to specify a class/interface template in the 
class/interface wizard would be different though.

Going to claim this is fixed by template support in 2.0
