Steps To Reproduce:
1. Run any report in Web Viewer.
2. Export report as .ppt.
3. Try to open the .ppt file in PowerPoint Viewer 2003 or 2007. You will get a message "PowerPoint Viewer cannot open the file "aaa.ppt" because the file is not a PowerPoint file".

The .ppt file opens fine in regular PowerPoint.

BIRT excel emitter save ppt file in Single File Web Page format (.mht), which is readable in powerpoint.

But Powerpoint viewer doesn't support this format.
