The Javadoc wizard should use the browser support to open the generated Javadoc and not always open the external system browser.

The wizard should do the same as 'Navigate > Open External Javadoc' and the button in the Javadoc view and hover. If we change one, we should make sure the others behave the same.

IIRC, we currently use the help system to make sure jar:***.jar!/*** links work fine for doc in archives.

Actually the support to read JARs is not needed here and we could do just fine by using the browser support.
