When ctrl-dragging to create linked resources, I see the linked resources created as relative to a path variable as expected. 

However if I check the "Always perform the selected operation in this context" check-box, links created subsequently are absolute, not relative.

Furthermore I can't find any Preferenecs (having search for 'link') to disable the "Always perform ..." feature.
