- open 2 workbench windows (perspective doesn't matter)
- in first one, open preferences
- switch to second window using Alt-Tab (simply clicking on the second window doesn't activate it here)
- click on the second window
- the first one is activated

This is very surprising.  Either the dialog should be modal to the individual window, 
or it should not be possible to switch to the other window when a modal dialog is up.

This is reasonable behaviour since the dialog causes Eclipse to be application 
modal, so you can't do anything in the other window anyway.
It's better to bring it to front.
