See the attached screen shot comparing the project explorer and package explorer in Eclipse 3.5 M6.

In the package explorer, there is an "Other projects" working set for projects not in a working set.

The project explorer does not have such a capability. Once you enable working sets in the project explorer, the projects must belong to a working set.

This makes it difficult to find projects that need to be added to a working set.

Package explorer also has a configure working sets menu option in the view menu. I could not seem to find this with project explorer.
