I went looking for the repo settings in eclipse\p2\org.eclipse.equinox.p2.engine\, knowing that the settings are profile-based now.  Got confused because there was a file

eclipse\p2\org.eclipse.equinox.p2.engine\.settings

in addition to

eclipse\p2\org.eclipse.equinox.p2.engine\profileRegistry\SDKProfile.profile\.data\.settings

I think this bug is just a manifestation of the general problem described in bug 268138. I'll have to verify once we have a fix for that bug.
