Please create a top level module in CVS for the org.eclipse.core.filesystem.win32.x86_64 fragment that will be introduced with the fix for bug 203812.

I'm guessing the permissions should be the same as org.eclipse.core.filesystem.win32.x86 ?  (that is, plat-core?)

BTW, should this be added to the platform-resources module?
