JDT requires a new project/bundle in order to separate UI and headless Mac launching support. Currently we have one project/bundle, but this prohibits headless launching/building on the Mac.

Repository: dev.eclipse.org:/cvsroot/eclipse

Our existing top level bundle is: "org.eclipse.jdt.launching.macosx"

The new required bundle should be: "org.eclipse.jdt.launching.ui.macosx"

It should be seeded with the same access restrictions associated with "org.eclipse.jdt.launching.macosx".

(Not sure if PMC approval is required, but adding McQ incase)
