org.eclipse.compare.core comes from a split of org.eclipse.compare.
In 3.5, there are two bundles where there was one in 3.4. Some types from org.eclipse.compare have been moved to org.eclipse.compare.core.
The same types have new members in 3.5.

When doing such split in the past, the initial version of the new bundles is not 1.0, but the corresponding version of the original bundle incrementing the minor version (compatible changes).

Sorry, but what's the difference between this and bug 265699? Or did you guys just file the same bug at the same time?

Great minds may think alike, but I guess two heads weren't better than one in this case. A classic case of the left hand not knowing what the right hand is doing. ;)
