Currently, the target platform preference page only allows target definitions to be created in workspace metadata area. We should allow users to create them as files in the workspace.

This could be done by leveraging the "move" dialog/wizard mentioned in bug 264901. For example, we can add a check box to the first page of the "New Target Definition" wizard that appears when pressing "Add..." in the preference page. The check box can be labeled "Save target definition as a file in the workspace". 

When this box is checked (by default, it is not, but the setting should be persisted for subsequent invocations), the 2nd page of the wizard would be identical to the "move page" in bug 264901 - it allows a location to be specified (which means the move operation should use a wizard instead of a dialog).

Closing as WONTFIX.  We believe the "move..." button on the page is satisfactory.  If the users want a new workspace file, there is a new target file wizard, they don't need to use the preference page.
