update the e4 build to consume p2 repositories instead of flatly downloading zips.

We are consuming hand-crafted repos here ... we need emf-xsd, gef, wst to produce zipped repos.  I'll open some bugs for this.

M3 picks up zipped repos for EMF, GEF, and WST
