The XSL Editor should provide a proposal for any new XSL File Templates that may exist if the file is currently empty and does not contain any additional markup.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.

This will be worked on with changes for bug 289498.

With bug 289498 being fixed, this is now implemented.  If a blank XSL file is created, the New XSL templates are available and can be added.
