Currently the repository transformer (from the p2.repository.tools bundle) requires that the caller sets at least one artifact repository before it can work. This is fine for the cases where we are running the application or Ant task.

But we have a case where PDE/UI wants to call this code and they just want to use the repositories that are currently existing in the artifact repository manager. 

We should relax the constraints and not throw an exception if the caller doesn't specify an artifact repository.
