Each major project (the top-level projects except for the Tools and Technology projects where it is the sub-projects) should have an About dialog icon and contribute to the welcome page.

The EclipseLink project contributes runtime bundles for use in WTP's Dali and EMF's Teneo as well as RT usage outside of the IDE. Since we have no IDE integration we'll not add a icon to the about dialog.
