Trigger PR: 1GHBMWL: ITPPDE:WIN2000 - New component project wizard too large when many plugins

A wizard's default layout may be too large to show on screen,
either due to the user having a small screen size,
or due to a problem with the wizard's default sizing (see 1GHBMWL).

The workbench should make wizards resizable so these problems can be fixed by the user.
Otherwise, the wizard is unusable (the Next, and other buttons, are hidden).

There are issues with making wizards and dialogs resizable, but we should try 
to be resilient to wizard pages being too large anyway (e.g. still show 
buttons).

We are now smarter when resizing to use as much screen as possible when needed. 
Defer allow manual resize.

Given the layout problems that occur when resizing a dialog this is not 
required - wizards that are two small should be redesigned.
