Steps To Reproduce:
1. Run Eclipse with keyboard in english layout, try to use hotkeys: Crtl+S, Ctrl+Z, etc.
2. Switch to another layout, in my case Russian
3. Try hotkeys  again - no result.
4. After switching back to English - all work.
