Steps To Reproduce:
1. Create new report
2. insert image 
(pixel definitions are automaticaly defined from the report designer)
3. run in webviewer -> renders correct
   run as pdf -> renders to big

4. set width and height to 0px
5. run in webviewer -> renders nothing
   run as pdf -> renders correct

6. remove dimension definitions in xml.
7. run in webviewer -> renders correct
   run as pdf -> renders correct
(Current workaround for me)

More information:
DPI definitions have no effect. I used 96dpi and 72dpi.
