Follow the same approach as in bug 260647 first,
then include the separate meta-model plugin in the build.

Committed.

The remaining difference is missing references to QVT Declarative, which is not in-use anyway and
the ExtendedVisitor interface.
This should be solved as separate SCR when migrating to the OMG compatible meta-model plugin.
