Steps To Reproduce:
1. Create a plug-in project that depends on o.e.core.resources.
2. Open AliasManager (org.eclipse.core.internal.resources). This should open projecct/Plug-in Dependencies/org.eclipse.core.resources_3.4.0.v20080604-1400.jar/org.eclipse.core.internal.resources/AliasManager.class
3. Double-click on the annotation bar to the left of the editor. (In my case, I did it on line 74). A breakpoint appears.
4. Double-click again. The breakpoint does not disappear.
5. Do it a few more times. The breakpoint never disappears!
6. View the Breakpoints view, and you'll see that each double-click created a new breakpoint on the same line.

Looks like a duplicate-breakpoint detection issue.
