I have a UK keyboard layout where the " is where the 2 key is and the @ sign is 
where the ' key is.
When using the Java Class Editor I pressed CTRL+ALT+LEFTARROW by accident (ie 
instead of CTRL+SHIFT+LEFTARROW for selective hilighting) and eclipse changed 
my keyboard layout settings to the US keyboard layout. ie I had to press @ to 
get a ". This happened in eclipse only and my keyboard settings were not 
effected in any other application.

This definitely happened subsequent to pressing the above key combination as I 
had immediately prior to performing this action used to " key and it worked 
fine.

This is caused by your OS - check your keyboard settings: I assume you more than
one input locale installed. By default some hotkeys are enabled which let you
switch between them. This will happen in all applications - not just Eclipse.
