1. Go to Resources perspective.
2. Create a hierarchy of folders.  Collapse the top level folder.
3. Select and drag the top level folder in order to move it somewhere else.

	Note that the folder is expanded as a result of the move.  This is unexpected 
	and annoying if your hierarchy is deep.
