Its currently unclear (to me) if this patch should be made available to everyone via our update site, or if it is specific to just adopter scenarios. If anyone has an opinon or insight into that, let me know.

It was decided and approved to put this on update site, in 11/18 PMC meeting. 

It has to be "selected" to be installed. Doesn't seem that P2 knows how to "find" it to update (as update manager used to). 

It is in a feature named
WTP Patches for org.eclipse.jst.enterprise_ui.feature
with id of 
org.eclipse.jst.enterprise_ui.feature.patch
and version of 
3.0.3.v200811171815-10_B7w311922282926
