It should be possible to receive maximize/restore events within a view.

Could you elaborate a bit on this. What do you need it for? 
You can use the resize event on your widget (the view content).
Why do you need to know if it is maximized?

I want to re-arrange the view content when the view is maximized/restored. In 
particular, I adjust column widths of a table. Doing this on each resize event 
a) can annoy the user and b) may be too expensive.

No events for this were added for 3.2M5 ... this probably means that it won't be available for 3.2

As the API freeze has passed there are no plans to work on this feature in the 3.3 stream.

Should you have a suggested implementation please feel free to post it here.
