As per comments here https://bugs.eclipse.org/bugs/show_bug.cgi?id=252809#c2
ECF doesn't use the java.text.* or the locale-sensitive classes in java.util so we don't have any need for icu4j (like the equinox project).

Resolving as Fixed.
