Must have new & noteworthy for each milestone. Must be something readable and usable not just a static list of all the bugs, e.g. platform. Corollary: individual new & noteworthy should be linked in to the collective New & Noteworthy.

Teneo does not have a new and noteworthy for each Milestone. The main thing for Teneo is EclipseLink integration which is one topic, a new and noteworthy makes less sense for Teneo.

We simply haven't had the capacity to write New and Noteworthy documents for EMF core at each milestone. We'll do a single document for the release in June. Our release notes, while just a list of bugs, are perfectly readable and not static, so they'll have to do in the interim.

I'm returning this as WONTFIX. We haven't been doing this, with the exception of CDO/Net4j (and even they haven't updated that since January).
