The contents of the Open>Perspective menu depend on the current perspective.
I find this confusing.
The contents of this menu should be "above" or independent of the perspective.
It leads to one of those "you can't get there from here" situations (I know there is always 
the "other" option).
This is modal ui behavior. 
The list of available perspectives should not depend on the current perspective.

Still an issue.
Open a few perspectives.
The Perspective>Open submenu is different for all of them.

It is working as expected.
