Projects must use signed plugins using the Eclipse certificate. Exceptions must be authorized by the planning council for technical reasons.

Yes, signing is part of the build process.  Instructions on how to do it are available

Don't know what NOT_ECLIPSE means, nor why it's here as a resolution. Slip of the mouse, one expects.
