Projects must use signed plugins using the Eclipse certificate. Exceptions must be authorized by the planning council for technical reasons.

Signed bundles give me a warm and fuzzy feeling.  I'll trust any bundle signed by Eclipse.

We have been signing Equinox bundles for the past few releases.
