Projects must use signed plugins using the Eclipse certificate. Exceptions must be authorized by the planning council for technical reasons.

Confirmed for the Query, Transaction, and Validation components.

All bundles published in the update sites and ZIP downloads are signed with the Eclipse certificate, by the Modeling Project build system, with the possible exception of Automated tests, which are not production code deliverables.
