rework on the placement of template signature and modify the refresh of template parameters (rev2931 )

For this revision I have modify the locator associated to a redefined template signature.
I have also modified the parser. It is not finished, we hve to display the default value.
I have also added a new editpolicy to refresh the parameter element when it is added or modified

A new dialog box has been added in order to manage template parameter
	-so commands have been inherited from genereted code in order to call the dialog box
	- the semantic editpolicies of parameter contained have changed in order to call specific commands
	Done in the revision (2974)
