In bug #249081 the capitalization of the first page of the Web Project was modified for consistency. The Project Contents section was headlined capitalized so that it matched the rest of the wizard page.  I suggest that all WTP wizards are reviewed for capitalization issues, but can start by suggesting this one be updated in 3.1.  All the group labels should use sentence style capitalization instead of headline style capitalization.  JPA will be fixing its own capitalization issues via bug 245283.

those used for windows, dialogs, tabs, column headings and push buttons.
Capitalize the first and last words, and all nouns, pronouns, adjectives, verbs
and adverbs. Do not include ending punctuation (Guideline 1.5). Use Sentence
style capitalization for all control labels in a dialog or window, including
those for check boxes, radio buttons, group labels, and simple text fields.
Capitalize the first letter of the first word, and any proper names such as the
word Java. (Guideline 1.6).

Went through all of the WTP project wizards and fixed the case.
