The Navigate menu has both Go To > Back / Forward (with no accelerator) and 
Backward / Forward (with accelerator).
The former is used for tunneling down in the Navigator / Packages view.
The latter is for the editor history.

These should be renamed to make the distinction between them clearer.

One option would be to simply reuse the Go To > Back / Forward retargetable 
actions.  However, I don't think that would be a good solution.  It would make 
the editor history navigation modal (the editor must be active), whereas it's 
not currently.  I think the editor history navigation actions should be global, 
not retargetable.

This is not an issue in 3.2 M1.
