The API Tooling provided by PDE is wonderful.  It should be employed in the EMF Transaction component to help maintain correct API.  This bugzilla tracks the changes in CVS, including not only builder meta-data changes, but also implementation of the annotations that will formalize some of the contracts already documented in ad hoc fashion.

Committed the changes to HEAD (1.3 branch).  The API tooling did catch a missing @since tag.
