I seem to remember that we don't pack feature JARs on purpose because they most likely don't contain any code. Not sure what you mean about the duplicate entries in repo thing. I also thought that there was no gain in packing the feature however when you look at the folder containing the features on downlaod.eclipse.org/eclipse/updates/3.5-I-builds/features you can see that there pack.gz files present. Moving to releng since we are doing work that we don't need to do.
