We need to support a repository of defined converters just as we do for queries and generators.  Need to allow selection from this list in the Convert name UI as well as code completion in the source code.  Also add validation to the Convert annotation and xml to check that a converter has been defined with the specified name.

This work is dependent on bug 246120 being completed, adding support for converters in the eclipselink mapping file.

verified the repository of converters works for name selection, opened a new bug for validation
