The implementation of ExternalizationManager is potentially reusable for extensions that build on Mylyn. It should be reviewed, generalized and moved to commons core. Improvements that should be considered:

 * Allow plug-ins to hook into loading through extension point.
 * Support dynamic saving intervals.
