* when a task editor is first opened and the comments section has not been expanded, pressing either of these buttons does nothing.  I would expect the 'expand-all' button to cause all comments to be shown, or at the very least the 'current' comments.
* when the comments section is expanded, the 'expand-all' button still does nothing, though the collapse-all button appears to work

Thanks Owen. I have applied the patch with a minor addition: The comment section is expanded first before expanding the subsections.
