To recreate, start by starting a project creation wizard (such as File -> New -> Project -> Java Project). 
Press F1 to invoke Help. 
Navigate to Dynamic Help then use tab to cycle through the links under 'Search results:'. 

The screenreader will repeatedly read out the first link in the list rather than the title of each new link that is focussed on.

This is a known problem and is a bug with window eyes.
