The origin of this bug is TED #2483. We make a Bugzilla entry here, so that it can be scheduled to 2.5.0.

Fixed.
Now long legend title will be wrapped, but also then the legend title can still be too long (vertically), it can simply not be endless long, in such case the legend title will be shortened with ellipsis.
A new property "title percent" is added to Legend, which indicates the percentage that the legend title can take from the maximal available space for legend. The UI to modify its value is in the "Legend Layout" dialog.
