Steps To Reproduce:
1. Select: File -> New -> Examples -> Editing and validating XML files
2. From the XMLExamples folder created, double click on PhoneBanking/phoneBanking.wsdl
3. Go to source view mode, locate the binding element declaration and right click on it.

Result: in the context menu, the refactor -> rename menu item is disabled.
