In the editor, whenever the cursor is inside some HTML tag, its corresponding tag is highlighted.
I believe this behavior should be controlled by the user - there should be an entry in the preferences for enabling/disabling the highlighting.

The option is available on the General...Editors..Text Editors...Annotations preference page.
