I think this was just an oversight.  Like POST_MASK, it should have public visibility.

If 3.4.1 is not done, maybe we could include this in there.  Should be a simple and safe change.

Changed visibility to public. Change committed to cvs HEAD (3.7). Resolving as fixed.
